Plant Rehabilitation (Main Package) Contract Award Announcement

Construction Contract Awarded for Existing Plant Rehabilitation Project (Main Package)

The City has awarded a $64M contract to Walsh Construction Company for Sunnyvale Cleanwater Program’s Existing Plant Rehabilitation Project (Main Package). After several assessments of the plant, the City of Sunnyvale determined that due to the age of the secondary facilities, many needed to be rehabilitated or replaced.

Thus, the purpose of this project is to maintain permit compliance and Plant reliability of the secondary treatment facilities until they are no longer needed and conversion to full conventional activated sludge (CAS) occurs. The project will restore deteriorated concrete, fixed growth reactors, air flotation tanks, dual media filters, chlorine contact tank, and oxidation pond facilities by replacing equipment such as pumps, valves, motors and more. Additionally, the package modernizes automation & controls system and electrical improvements at the western half of the WPCP. 

Bids opened Nov. 16, 2022 and the City received one, responsive and responsible contractor bid for the package. In order to ensure a competitive bidding pool, the City conducted an extensive contractor outreach effort to meet with interested contractors to describe the scope of work, hear and address concerns. Engineering design documents were also provided a year before the bid to allow contractors to review the project scope prior to the bidding period.

The City has awarded the construction contract for the Existing Plant Rehabilitation Project (Main Package) with substantial completion expected during Winter 2027.

The Existing Plant Rehabilitation Project (Main Package) project is part of the City’s long-term capital improvement program to renovate the Plant through a series of projects and upgrades and provide reliable wastewater service for future generations.
