Contract Awarded for Master Plan Update and Cogeneration Upgrade Design
The City has awarded a contract to Hazen and Sawyer for Master Plan Update and Cogeneration Upgrade Design. The purpose of the update is to adapt to recent and upcoming changes in capital improvement project drivers, incorporate lessons learned during the first seven years of Program implementation, and develop a more detailed roadmap for the next phase of the Program that reflects the most recent information regarding City policy, state and federal regulations, operating conditions, state of technology, market conditions, and decisions made during earlier phases.
The work performed during the Master Plan Update will provide the basis of design for the Cogeneration Upgrade and fast-track the upgrade process. Due to aging and unreliable existing cogeneration equipment, the Cogeneration Upgrade Design project is necessary to improve the reliability of on-site electric power production from renewable biogas and to decrease the consumption of utility-supplied natural gas. In addition to the replacement of cogeneration equipment, the capital improvement project includes Best Available Control Technology (BACT) emissions control improvements, hot-water heat loop upgrades, biogas conveyance piping modifications, biogas treatment and conditioning improvements, and the renovation of the existing Power Generation Building.
Several key issues that the Cogeneration Upgrade Design will address are:
Increase reliability of on-site renewable electric power generation from biogas
Decrease consumption of utility-supplied natural gas
Increase capacity to handle greater biogas production from the import and treatment of food waste
Proposals opened Aug. 24, 2022 and the City received two proposals for the project.
The Master Plan Update and Cogeneration Upgrade Design are both part of the City’s long-term capital improvement program to renovate the Plant and provide reliable wastewater service for future generations.
