The Cleanwater Program at the Sunnyvale Water Pollution Control Plant (WPCP) is currently underway with several concurrent projects at and adjacent to the WPCP, including the following:

Work also expected adjacent to the Sunnyvale WPCP includes the construction of the Santa Clara Valley Water District East-West Channel Project (expected bid 2019Q2 / expected substantial completion 2021Q2).

The City is near completion of the initial phase of Project 2.1 Existing Plant Rehabilitation, which involved a detailed condition assessment of select assets at the WPCP, including:

  • Oxidation Pond System

  • Chlorination System

  • Fixed Growth Reactor – Air Flotation Tank Systems

  • Tertiary Dual Media Filters

  • Chlorine Contact Area

  • Influent Sewer Piping

Rehabilitation of these WPCP assets is needed now so that these facilities remain functional until Stage 2 of the secondary treatment facilities are complete (i.e., through 2035). The City wishes to solicit proposals from design consultants for the rehabilitation of the assets identified in the Facility Condition Assessment Report. In addition to the rehabilitation of assets identified in the report, this project will include the rehabilitation of the primary effluent pipeline (which conveys primary effluent from the WPCP to the oxidation ponds) and Phase 2 of the perimeter wall (Phase 1 is currently under construction as part of Project 1.1 - Headworks and Primary Treatment Facility). Another core objective of this project is to optimize the treatment performance of the pond system (oxidation ponds through the AFTs) with respect to removal of cBOD, TSS, ammonia, and total nitrogen (TN). Due to the unique technical nature of this project, design teams will benefit from having expertise in the following areas:

  • Electrical systems

  • Structural/seismic

  • Process evaluation

  • Mechanical equipment replacement/refurbishment

  • Automation controls and instrumentation

  • Pipeline rehabilitation

  • CEQA documentation

  • SRF/WIFIA Financing

  • Geotechnical

  • Surveying

  • Operations and Maintenance
